Baltimore City Rental Property License

When is a Rental License Required in Baltimore City?

A rental license is required in Baltimore City for any non-owner occupied properties that are being rented.


What are the Requirements to Obtain a Property Rental License in Baltimore City?

  1. Complete the online property registration and include the owner's current contact information;

  2. Submit a passing 3rd party inspection report(s) performed by a State licensed inspector who is registered with Baltimore City or a passing Section 8 inspection report(s) for each unit. For multi-family dwellings, please refer to the MFD chart for the required number of units that need to be inspected;

  3. Submit current lead certification information for each unit in the property;

  4. Pay all registration fees due, and;

  5. Have no open code violation(s).


NEW RENTAL PROPERTY REGISTRATIONS

For all new rental property registrations, inspection reports MUST BE SUBMITTED WITHIN 30 DAYS of the inspections for one and two-family dwellings and WITHIN 90 DAYS of the inspection for multi-family dwellings (3 or more units). Inspection reports submitted out of this date range will not be accepted and you will need to obtain new inspection reports. Section 8 inspection reports must not be older than one year. New/Initial rental licenses will be issued for two years. Subsequent licenses will be valid for three years.


REGISTRATION DEADLINE AND PORTAL CAPABILITIES

All applicants, whether submitting a new registration or if there is an existing registration are required to set up a new profile and new registrations for their properties in the new property registration portal.

Property may be made in the new property registration portal to avoid citations, interest, and penalties.

All properties must be registered separately and will be issued new registration numbers unique to each property.

You may now add multiple persons to view/access your online property registration account by completing the GUEST section after the registration has been submitted.

Inspection reports may now be attached and lead certification can be entered at the time of your new/initial registration.
