What is ePlans?:
ePlans is a separate website which Baltimore city uses to review permit drawings. If your permit requires plan review, you will need to upload your blueprints into ePlans for review. Click here to read our guide on when blueprints are required for a permit.
What is the difference between ePlans and ePermits?:
ePermits is where you first apply for every permit, then if your permit type requires plans, drawings, blueprints, specs, etc. then you will be sent a link to upload those documents into ePlans. You cant apply for a permit in ePlans, you must always apply in ePermits, then be sent an ePlans link.
The 5 Easy Steps to ePlans:

​Step 1: If your permit requires ePlans, you will be emailed a link to upload your plans into the eplans website.
a. This will happen a few days after you have submitted your application on ePermit, and the city has pre-screened your application.

​Step 2: After uploading your drawings and supporting documents to ePlans, there is no way to submit…

You just leave them there and then the city knows that they have been uploaded.

Eventually someone will realize that you have uploaded the required documents, and will assign reviewers from each relevant department:

Zoning review
-
Fire review
-
Electrical review
-
Plumbing review
-
Mechanical review
-
Structural review
-
Etc.

​Step 3: After reviewing, each department will either:

Approve their review,
-
Waive their review (if it is not applicable)

Fail their review – put a hold on your permit with comments
​
Step 4: After all of the reviewers have completed their review, you will have the opportunity to respond to your failed reviews and address the comments received by submitting revised plans and supporting documents.

Once you resubmit, the cycle will start again for any reviews which have not been approved or waived.

It is recommended that if you receive a failed review with comments, that you reach out to the reviewer to make sure you know what actions you need to make to resolve their comments prior to resubmitting.

Step 5: Once you have passed all applicable reviews, you will be required to “revalidate” your permit drawings.

Baltimore will add a new file to the Signature Ready Set folder in ePlans containing your plans and supporting documents, with a Baltimore City stamp added to them

You are to download the signature ready set have your engineer Sign and Seal next to the Baltimore City Stamp and upload them to the scanned and signed folder in ePlans.

At this point you will be fully complete with ePlans, and will receive a link to pay the remaining permit fee within about 48 hours via the ePermits site.
